Council-Manager Form of Government<\/h3>\n\n\n\n

The City of Waco establishes and administers law through a council-manager form of government.\u00a0Citizens are represented on the City Council by six elected members; five from single-member districts and a mayor who is elected at-large.<\/strong>\u00a0The council appoints one of its members as mayor pro tem to chair the council in the absence of the mayor. All of the council members are volunteers and receive no pay for their service. The mayor is recognized as head of city government for ceremonial and emergency purposes and is a voting member of the council.<\/p>\n\n\n\n

The City Council conducts the legislative functions of the city, sets the tax rate, approves the budget, plans for capital improvements, adopts all city ordinances, selects citizens to serve on city boards and commissions, approves major land transactions, and appoints the city manager, city attorney, city secretary and municipal court judge.<\/p>\n\n\n\n

The City Council works closely with the city manager to formulate the city’s yearly management goals. Council members are elected for two-year terms. Elections for the mayor and council members from Districts I and III are held in even years and elections for council members from District II, IV and V are held in odd years.<\/p>\n\n\n\n

City Council Meetings<\/h3>\n\n\n\n

Meetings are held the first and third Tuesdays of every month. Meetings are open to the public and held at the Waco Convention Center’s Bosque Theater, 100 Washington Avenue in Waco.\u00a0 There is a 3 p.m., Work Session (without public comment) and a 6 p.m., Business Session (with an opportunity for public comment).\u00a0<\/p>\n\n\n\n

Note: If meetings are held in other locations, signs will be posted.\u00a0 Work Session and Regular Business Session agendas are generally posted Friday afternoons before each regularly scheduled Tuesday meeting.<\/p>\n\n\n\n

Request to Speak to Council<\/h2>\n\n\n\n

The Waco City Council provides an opportunity for persons to speak at the City Council\u2019s Business Session on any resolution, ordinance or public hearing. They may also speak at the Hearing of Visitors. During the Hearing of Visitors section of the agenda individuals may present concerns or address issues that are not matters for consideration listed on the agenda.\u00a0 Council is unable to conduct discussion, but will listen, ask staff to look into concerns and provide follow-up. Comments are limited to 3 minutes for each individual.<\/p>\n\n\n\n

When speaking on behalf of a group of 10 or more individuals who are present in the City Council Chamber, comments are limited to 10 minutes by the representative of the group and the group of 10 is asked to stand at the beginning of your comments.\u00a0 If you stand in support of a person getting 10 minutes to speak, you are forfeiting your right to speak on that item.<\/p>\n\n\n\n

Please provide registration information to City Secretary Office staff at the registration table and if providing handouts, please let the staff at the registration table know and they will be distributed to Council. Please provide nine copies of handouts before the meeting or\u00a0e-mail to City Secretary.<\/p>\n\n\n\n

SPEAKER’S REGISTRATION CARD – INDIVIDUAL<\/h4>\n\n\n\n

Please Note: Groups of 10 or more will not be allowed until further notice for safety concerns. Following the Mayor’s declaration, March 17th, 2020, we will be suspending the rule allowing a speaking on behalf of a group of 10 or more individuals present, given 10 minutes to address the council.<\/strong><\/p>\n\n\n\n

Individuals wishing to use a PowerPoint or other video images must submit the presentation to the City Manager\u2019s Office no later than 10 a.m., the day of the meeting.<\/strong><\/p>\n\n\n\n
